Pension experts have pinpointed the 1.6 million pensioners who will be most affected by the decision to scrap the Winter Fuel Payment worth up to £300. Specialists at Lane Clark & Peacock (LCP) have worked out that there are around 1.9 million pensioners in the UK earning less than 60 percent of the national average income, a figure often used as a poverty line.
However, only 300,000 of these receive assistance through the Pension Credit system, which also ensures eligibility for the Winter Fuel Payment. This leaves the remaining 1.6 million concerned about affording both heating and food this winter. Former pensions minister, Sir Steve Webb, now with LCP, said: "We're talking about a group of pensioners who are on the breadline, their standard of living is well below that of most people in the country.
